The SPFHF is the proud producer of the Saint Paul Winter Carnival, a festival with a 140-year history. Sal and Corky LoBaido represented the epitome of giving back and supporting the greater community in many ways including their great example of selfless support for the Saint Paul Winter Carnival.
The Star of Boreas Foundation has been recognizing individuals and businesses/organizations with the LoBaido awards since 1987. The recognition dinner helps support the charitable endeavors of this Foundation.

2025 Award Winners
John & Karin Anitzberger
John and Karin Anitzberger have been pillars of the Saint Paul community for decades, with a legacy of volunteerism and civic engagement dating back to their high school days in the 1970s. Their unwavering commitment to the Saint Paul Winter Carnival spans countless committees and roles over the years, helping to preserve and grow this beloved tradition. Beyond the Carnival, they have given their time and talents to numerous community efforts, including the Minnesota Vikings Children’s Fund, while also organizing impactful events like bowling and golf tournaments and silent auctions to benefit local causes. Their extraordinary service has been recognized through several honors, including WCCO’s Good Neighbor Award, the Cyndy Cheyne Award, Ambassador of the Year in 2011, and the US Bank Minnesota Vikings Hometown Heroes Award. Yet, what truly sets John and Karin apart is their boundless compassion—they are known for rallying friends and neighbors to support those that just need a little help, always the first to organize help wherever it’s needed. Their selfless spirit and enduring dedication continue to inspire everyone around them and strengthen the fabric of the Saint Paul community.
Matt McDonough
Matt McDonough has devoted over 45 years to the Saint Paul Winter Carnival, demonstrating extraordinary service, volunteerism, and passion for community tradition. His journey began in the early 1980s, hauling snow for sculptors, assisting with winter golf events, and supporting countless Carnival activities. In 1993, he proudly served as Prime Minister, and over the past 30 years, he’s become beloved as “Sammy the Scepter Maker,” crafting every royal scepter for more than 30 Boreas reigns—donating his time, talent, and funds to the effort. Matt has also sponsored numerous Guards and Queen of Snows candidates, continuously inspiring volunteer engagement and Carnival pride. Known for his warmth and enthusiasm, he makes everyone feel welcome while sharing the history and charm of the festival. Beyond the Winter Carnival, Matt served as Past President of the Saint Patrick’s Association in the late 1990s and was honored as Mr. Pat. In 2007, he extended his civic dedication by serving as a captain for the Minneapolis Aquatennial, further solidifying his legacy as a true champion of community celebration.
Stephen P. Popovich
Stephen P. Popovich’s dedication to the Saint Paul Winter Carnival spans over five decades, making him an integral part of the event’s legacy. Serving as Count of Ashes in 1975 and Vulcanus Rex in 1985, Stephen’s leadership in the Fire & Brimstone organization was recognized with the King Coal Award in 2005, the highest honor for service. He continued his commitment through board leadership roles, including Treasurer and President, while hosting numerous board meetings and celebrations, such as post-parade events at his lakeside home. His passion for preserving Carnival history led him to create a documentary capturing the festivities from 1992 to 2015 and to initiate the enduring “Last Whistle” tradition, honoring fallen Vulcans. Outside of his Carnival work, Stephen demonstrated a deep commitment to his community as Clerk/Treasurer and Mayor of St. Mary's Point, and through his involvement with the St. Croix Valley Jaycees, the Minnesota State Board of Abstractors, and numerous charitable organizations. He also mentored new members, recruited for the Fire & Brimstone Krewes, and ensured that future generations upheld the traditions of Vulcanus Rex. Stephen’s leadership, service, and tireless spirit of cooperation have left a lasting impact on both the Winter Carnival and the community, making him an exemplary recipient of the Sal and Francesca LoBaido Volunteer Service Award.
Blaze Credit Union
Blaze Credit Union has been an invaluable supporter of the Saint Paul Festival & Heritage Foundation and the Saint Paul Winter Carnival, helping preserve one of Minnesota’s most cherished traditions. In 2018, Blaze played a pivotal role in making the iconic Ice Palace a reality by leading fundraising efforts that generated nearly $1 million for the community. Their commitment goes beyond financial support, as Blaze actively encourages employee participation in the Winter Carnival each year, strengthening community spirit and engagement. Demonstrating their dedication, Blaze also created the official checking account for the Saint Paul Winter Carnival, offering a unique way for members to support the festival. Over the years, Blaze has made countless contributions—both visible and behind the scenes—that have helped ensure the longevity and continued success of this historic celebration. Their ongoing partnership exemplifies true community leadership and pride in Saint Paul’s rich heritage.
